Glasgow City Council is the largest of 32 local authorities in Scotland.  It came into existence on 1 April 1996 following an Act of Parliament which reorganised local government in Scotland for the third time that century.  Today, Glasgow City Council is solely responsible for all council services for the metropolitan city and Glasgow’s 610,000 population.  Gross annual budget of the Council is over £2000 million.

The City Council is one of Scotland’s largest single employers with 35,000 employees.  Council services are delivered through ten service departments and the Chief Executive’s Office.  The main service responsibilities are Education Services, Social Work Services, Land/Roads Services, Development and Regeneration Services, Culture and Leisure Services, Direct and Care Services, Environmental Protection Services, Financial Services, Building Services, and Personnel and Administration Services.

Development and Regeneration Services (DRS) became involved in the TRUST project to benefit from transnational experience in managing water courses and surface water.  One of the key development constraints in the City of Glasgow is the out-of-date sewer and surface water infrastructure, which are inhibiting investment in the City’s priority regeneration areas.   DRS has lead responsibility for managing the Council’s economic and social programmes, and will work with a wide range of public, private and voluntary sector partners to create the right social, economic, environmental and cultural change that will support the delivery of the Council’s strategic objectives.  The TRUST project will form a component of this strategy.
